  • 2 tablespoons vegetable oil
  • 1 onion
  • 2 cloves garlic
  • 1 14-ounce can canned tomatoes
  • 1 teaspoon cumin
  • 1 teaspoon chili powder
  • salt — to taste
  • 2 cups water
  • 1 bell pepper

    Rinse and drain black beans thoroughly under cold water.
